Dr CHEUNG, Arthur Kam-chuen 張錦泉 Prof Dip HKP, MA, PhD Warwick Senior Teaching Fellow / Assistant Head Arthur Cheung joined City University of Hong Kong in October 1992. Previously he served in the Royal Hong Kong Police as an inspector, attached to Shek Kip Mei, PTU KE and Airport. He left the police for postgraduate study in the University of Warwick with focus on politics, public administration, and socialist China. His PhD thesis is about administrative litigation in the PRC.
